概要 We compare performance of sugar price adjustment program with a subsidy scheme.
The program combines a tariff on imports with a subsidy using the tariff revenue.
The benefit/cost ratios and trade distortions for the two policies are similar.
Using tariffs instead of them results in smaller benefit/cost and greater distortion.
People’s preference uncertainty for the program makes the program more acceptable.
